What two years of attendance registers actually showed us

When the Kamuli programme started, the education budget was weighted towards fees. Fees are the reason a household gives when asked, and it is a real reason.

Two years of comparing termly attendance registers against household follow-up visits showed something more specific. A large share of the absences that turned into permanent dropout began as a run of single missed weeks, not as a term that went unpaid.

The budget has shifted accordingly. Fees remain the largest line, but mentor visits and the two-week tracing window now take a bigger share than scholastic materials did.
